I do not know if one is currently being worked on, but I think a new healing system is needed. While the current system with the health syringes isn't bad, it does depend heavily on a player being lucky enough to find some. If a player cannot find any health syringes, they are basically screwed if they need to get into more than one fight.
The current system promotes the idea of hiding and not engaging in fights when given the opportunity. If a player does not have any health syringes, it is in their best interest to just avoid the fight. Yes if they can kill the enemy, they might grab some off of the dead body; but if the enemy did not have any as well, then the player is basically punished for engaging in a fight and is discouraged from doing so again. I personally believe the game should promote getting into fights with others and I believe that is what the developers want as well.
A new system, like a bandage system, would greatly improve gameplay. Players should spawn with a few healing items in case they get into a fight early on, which happens most of the time. The healing items should heal less of the health but should be more abundant around the map. Maybe the item will heal you for 15 hp over the course of ten seconds.
The new system does not need to be exactly what I suggested, but I definitely believe a new system is needed; one that does not make players want to hide and avoid combat, and also one that does not punish players for engaging in a fight.
